Oreos, split
Hershey Kisses
White frosting
Green glitter gel
Halloween sprinkles
Green paper straws
Black construction paper
Instructions
1. Bake and cool cupcakes, frost with white icing.
2. Split Oreos and attach Hershey Kiss with frosting.
3. Decorate Oreo brim with glitter gel and sprinkles.
4. Cut straws into legs, attach black paper shoes.
5. Assemble: place Oreo hat on cupcake and straw legs on opposite side.
